Unfortunately all visual novels I play have a simple plot, which could be the reason why including many characters is possible. So, I'm afraid whatever I might come up with here won't satisfy.
Any ideas from you maybe? <3
Maybe Bilbo's boss announces to his 13 co-workers (the dwarves) that whoever he (Bilbo) decides is the most deserving in exactly 1 year will be awarded a much sought-after promotion, causing them to move in with him and try to win his favour?
Or maybe when Bilbo was younger, he was fostered by a woman who had 13 foster sons, and now they're older they've all of whom developed feelings for him?
Perhaps he ends up with an Unwanted Harem when he inherits an acting troop, and become the target of affection of the 13 actors (for an added twist, they're all his ex-boyfriends and want to win him back)?
Or perhaps it could be set in a lighthouse?
Maybe he turns his house into a boarding house in order to finance its upkeep, and ends up with an Unwanted Harem consisting of the dwarves?
Or maybe, for a supernatural twist, he's given the keys to his late cousin's mansion, and discovers the manor is inhabited by 13 supernatural dwarves (e.g. one's a vampire, one's a werewolf, there's a ghost, a couple of demons, a few mermen, a naga, a plant monster, etc. Despite his unusual housemates, he slowly adjusts to his new life – but he never expected the monsters to fall in love with him!
Well, whaddaya think?
This visual novel should happen one day...*sigh*
